If you’re billed on an “equal billing plan”, they divide the heavy periods (winter) through the year and average it out based on your useage. If you pay as you go, you may think it wasn’t much colder but it may have been more demanding in the night times.
If they based your GCA on the last resident, they may have had the place cooler, done less laundry and showers etc…
The gas meter should be able to be read outside. If it isn’t, they would normally knock on the door to read it or ask you to phone it in. The binocular idea sounds fishy to me and possibly illegal (peepers) but call them for an explanation of the upcharge.
